Help ID pest causing damage

Dunedog2010 Bridgewater, NJ May 18, 2015

This type of leaf damage has been rampant in my yard for the last 2 years. Is it tarnished bug damage ? Other? I would appreciate suggestions on how to treat whatever pest it is that's defoliating my garden.

I'm assuming you're speaking not of the rhododendron leaves but the leaves of that other plant with the black spots on it. That is probably a fungal leaf spot.
