Tree in southern Ohio has pods all over and tree can be 80 feet tall. Pods start out green and then ooze out a clear liquid out pores. Older pods are hard and rough.

Those are galls of some sort. Someone who knows more about will answer in more detail.
But it would be much better if you link this post to the Plant Identification forum. That's where it should be.
Galls on hardwoods are prob predator wasps. Don't quite see enough leaf to tell what your tree is tho.
Shingle Oak (Quercus imbricaria) is well known to host a oak gall insect, and become covered in those hard growths.
