Dwarf upright evergreen for a tight space

I'm looking for guidance on an evergreen to fill a very tight space in our yard. I'd love to find a weeping blue variety, but need the size to stay at roughly 10' x 3'. I've read conflicting opinions on whether or not some of the weeping spruce options can be kept at that size thru pruning, and would love some definitive advice on that. The bed is a small wedge shape between a gravel patio, a gravel pit (used like a sandbox for the kids) and the sidewalk along the back of the house. Does anyone have advice or experience in keeping what could be a huge tree restricted to a smaller size? Any recommendations on varieties to look at would be great, to, but it MUST be an evergreen (to minimize littering the gravel); the rest of the garden looks very "Pacific Northwest" - rustic and mountain inspired - so we'd like to steer clear of formal looking varieties. If your pruning skills are such that you can retain the plant's eye appeal, you can keep a giant redwood confined to the limitations you've set. I have a Black Hills spruce aged by the forester that collected it at more than 300 years, in a pot, and a ponderosa pine more than 200 years old, in a pot.

What about one of the Chamaecyparis (now known as Cupressus) nootkatensis 'strict weepers' - or 'green arrow'? Very informal.

Juniperus chinensis 'Shimpaku' (Shimpaku juniper), especially the 'Itoigawa' variety, provides wonderful clouds of foliage and responds very well to manipulation and pruning.
