I'm wondering if these are destructive (like aphids) or perhaps young ladybugs?? I found them on a Burning Bush where the leaves have curled up but there were adult ladybugs around the same area, as well.
Should I spray them or leave them be?

These are indeed aphids. Try an insecticidal soap...
