my 4'oclocks just recently came up an I notice the leaves are full of black spots what is it an what can I do?

A photo would help if possible but best guess based on such limited info - if it has been especially rainy or wet lately they may have picked up some black-spot, a fungus infection. Unless it is severe it should disappear as the Texas air dries out and warms up. But the easiest alternative is to spray them with one of the many fungicides available. Be very sure to carefully follow the label directions for use so you don't damage the plants.
