I saw a large selection of dahlias in the local walmart, but didn't buy since I didn't know if/how they grow here in tampa area. When I researched the flower I could find no where that mentioned zones, sun requirements, annual/perennial, etc. I won't plant any bulbs that have to be dug up and refrigerated for the winter. Why iis the information on these plants do different from other plants? Can I grow dahlias with them coming back every year? Will they multiply every year?

I see the most stunning displays in the Pacific Northwest, particularly at Buchart Gardens in Victoria BC. I did bring some back, and was able to grow 1 type that was more heat tolerant, but only lasted one spring. I think Northwest is zone 8. It's too hot and humid in zone 9, but there are always some who may be successful. For me, I would want the large selection as displayed at Buchart, spoiled I am.
Wow, that is some collection at Buchart!
You might be ok planting them as a perennial. They need full/mostly sun and average water. In your zone, I think you could leave them in the ground all winter. As a precaution though, you might only buy one or two and try them out this year to see how they do. I grow them up here in PA and they are beautiful. In the fall, I dig them out and store them in our unheated, attached garage.
