Bugs..lots in my veg beds. What are they? Very small and these are moms covered in babies. Black with orange markings. Trying to find out if they're beneficial or.. Moms are smaller than the end of a pencil.
one pic is on my rake handle and others are on a peice of hay. I use Rabbit Manure and recently emptied my compost bin in a bed. Thanks!

These are not 'moms with babies', but beetles with hitchhiking (phoretic) mites. If the beetles are indeed smaller than the end of a pencil, they most likely are sap beetles (family Nitidulidae), see http://media.bowerbird.org.au/46/45680-constrained480.jpg for an example. These are neither harmful nor beneficial as far as your veggies go at the moment; some sap beetles can become pests of soft fruits such as strawberries, and also will feed on corn kernels exposed by damaged husks.
Flap you are awesome!! Thank You!! Will they cause problems for the pets?
No, they should not cause any problems with your pets...
