witch hazel not flowering properly

I have 2 witch hazels, a Jelena and Arnold promise. I was given them about 7 years ago as young plants. To date the Jelena flowers only on 1 low branch and the other branches are covered in what looks like yellowish shrunken flowers which are failing to develop. The Arnold Promise has never flowered except this stunted sad looking things. Any ideas why? I have just seen 3 much younger plants all flowering beautifully.

Appreciate any thoughts or ideas. I am in North west France.

Are they in ground? Or containers? Have you checked for pests? Do they get proper water and nutrients? I wish I knew France's soils... chuckl, but ph can also affect the plants..

Post as many pictures as you can take, of all parts of the plants - including the whole plant and the conditions it/they are growing in.
