I have seeds of rosemary, several different kinds of basil, thyme, dill, oregano, etc that I need to get started.
Do I need to start herb seeds in a starter tray and then when they get their true set of leaves transplant them to larger containers, or can I plant the seeds in the containers I want to eventually grow them out in? Sure would like to save the step of transplanting to a larger container if possible.

Herb seeds - starting and growing out
ok Debs, you have 2 choices.
If you start them in a seed/starter tray most likely they will be too crowded. When crowded they won't grow well or fast for plant don't like to share space. Your best bet is to transplant them into a size 2or 3" pot.
If you don''t want that extra step, yes, you can sow them right in the container you want to grow them. My advise is then to get a package of foam coffee cups. They are 3" and cheap in Walmart. I think I bought a pkg of 100 under $2 last summer. I use them for my daylily seedlings before I plant them out end of May. Carefully punch 4 holes for drainage.
You didn't mention what size container you want to grow them out. What ever size you plant on using, place 3 seeds evenly spaced. That way you are assured to get at least 1 plant. If they all sprout, let them grow a bit, then choose the strongest growing one and pinch out the other 2.
Don't get Miracle-Gro. It contains pieces of bark and wood. I used it for year. but in the last 4 years, it has changed for the worse. I swear I think they scrape it up from a forest floor. Anyone here on Dave's will tell you the same.
