1 gallon Camellias Unavailable Locally?

I live in the San Francisco Bay Area and had planned to put 3 1 gallon camellias in my garden this year. But when I visited my local nursery I was told that some sort of new regulations were in place which limited the supply to nil. All they had were overgrown, root bound large plants. Does anyone know the story here?
