I have driven by this conifer for years, always admiring its shape but never knowing what it was.
I'm sure one of you knows!
The lower 3 rungs or so of branches curve upwards, although it's hard to tell from the photo, which is why it caught my eye.
What is it, and why are the lower branches curved; i.e. is it the way it grows or did someone train them to grow that way?

Must be very close to its limit of hardiness tolerance there.

It seems odd that this area might get too cold for a tree native to the Himalayas!
The bitter cold of last winter didn't seem to affect it, perhaps because it gets plenty of sun from the south and is sheltered from the north wind. A Cedrus deodara across the street didn't fare as well; it looks very sparse now although the two were almost identical a year ago.
I have deodars doing fine in St Louis. Handled last winter's severe cold without any noticeable dieback.
