Sterile Royal Empress Tree Has Dying Branches ?

We have had a Royal Empress Tree for about 8 years or so & it had Huge Leaves now it has more dead branches and the leaves are about 3/4 smaller than about two years ago ? It was such a beautiful tree then but now it looks like a Charlie Brown Tree ? Any recommendations help please thank you !!!!!!!!!!!!!!! P.s the owner of the property cut the leader off the top of the Tree and it changed it and it became very frail ?
