I am wondering if you could help me figure out what this large blue fly like bug is. As always thanks!

Looks sort of like a small horse fly to me.
Think it looks more like a species of bluebottle fly to me rather than a horse fly. Since US quarters are pictured with the fly I presume that it was observed somewhere on the North American continent, but when submitting for identification, more specific location information is a basic courtesy to those one is seeking assistance from.
From what I can see of the wing venation, it looks to me more like a calypterate muscoid fly (the group that includes Calliphoridae) than a horse fly. But as greenthumb99 says, knowing the geographic location would help...
Sorry. I live in Arizona south of phoenix.
I also would entertain the possibility of it being an atypical (they usually are quite hairy) member of the family Tachinidae -
