Please take a closer look. Do you notice that he seems to have a "body" behind him in the wool?
Also, there seems to be a "broken egg shell" laying next to him.
The last one is not a clear shot, but it's from the opposite side and I really got
stuck a few times getting this one.

I readily admit I'm no expert on cactus pests, but here's one possibility - http://xtremehorticulture.blogspot.com/2011/08/white-fluffy-stuff-on-cactus.html
If this is the case with your cactus, you should see a reddish stain if you squish it...

You're MARVELOUS!!! This HAS to be it, even though it's said to
feed exclusively on 'Opuntia' Cactus, (Prickly Pear Cactus). Mine is a Parodia, species mammulosa ssp. brasilensis, according to Davi.
There's exceptions to every rule, right?
This website you sent me focus' on the Las Vegas and surrounding
Mohave Desert. What's better than that?

you FOUND it!
