Mary, you should wait for a more expert answer than mine, but I have hens and chicks in a VERY Shallow rock garden (not even 4" deep) and they do fine. I'm sure someone else will also chime in just to make sure I'm not leading you astray!
If you are talking about Sempervivum, they should be fine up to zone super cold (3 by most web sites)

Saw on A Gardener's Diary a show about a man in northern Ohio who grew tons of them and had some of his own hybrids - he thought they wouldn't grow in the south (they do but maybe not as good).
Yes, most of them are very hardy as long as they have good drainage. It's important for Sempervivums to make sure the pots don't retain water for long periods of time.
Sempervivums are hardy alpine succulents (Crassulaceae family). In their natural habitat, they are usually found 3,000-8,000 feet above sea level in the mountainous regions of Central and Southern Europe and Mediterranean Islands. Many will take some serious cold if they aren't too wet.
