This insect was seen on my sisters sun deck in Cranbrook, BC, Canada. She sent me the picture but did not tell me the size. To me it looks like it should be in the 'True Bug' category. Can you help?

Looks like a female cricket to me. The long thing on its rump is used to deposit eggs... I'm no expert but that's what I think.
To me, it looks more like a grasshopper.
This is a shield-backed katydid in the subfamily Tettigoniinae; it looks like an Anabrus sp. - see http://neveryetmelted.com/wp-images/MormonCricket.jpg for an example...
