OVER WINTERING HYDRANGES

I have sprouted some hydrangea clippings, can they be planted into the ground protected by mulch over the Winter or do I need to over winter them somewhere inside? Zone 7A but I also live in 9 during the winter months, thanks

If they have nicely established roots, I'd plant them in the ground for the winter. If the cuttings have just rooted, I'd let them over winter in the pot outside in a protected area.
