I live in Boise Idaho zone 6.
I want to create a visual evergreen screen by planting a long row of Arborviteas on the north side of my 6 ft wooden fence which runs pretty much east to west. The planting space I have is a narrow rectangle about 50' long x 27 inches wide and the space is pinched on the south by my fence and the north by the sidewalk.
The care tag says they grow 12-15 ' tall x 36 - 48" wide and should be spaced from 24-36 inches. They are potted right now and about 3 foot tall.
I'd like them to space them close together about 24" apart. The 27 inches between the fence and sidewalk concerns me. If it is enough room, should I just center between the fence and sidewalk at 13.5" or from the walkway and plan on shearing them back from the sidewalk?
Any ideas would be appreciated.

John, those Arborvitea are going to literally take over both the fence and the sidewalk. They will probably get 48" in diameter and IF you only have 27" width, well you can see how those branches will hang over the fence and over the sidewalk quite a bit.
