Non-blooming bush ladybells

I planted two of these plants last year in May. One of them was flowering when I planted it, the other was not. This year, they are spreading and look healthy and happy, but they have not shown the slightest interest in flowering. Any thoughts on what I am doing wrong? They are in semi-shade, mulched and irrigated and should be happy with life, happy enough to flower.
