Need help with my new mini-cactus

At an event a few days ago, I received a small cactus as a souvenir/favor of sorts. I've always wanted a cactus, even if it is just a cheap one from the hardware store or something, so I'm excited to have it.

To begin with, I have no idea how I should be taking care of it. I'm keeping it on the windowsill in my apartment, where it gets sunlight during the day. I watered it once this week. I could really use some guidance as to how to care for this plant.

Also, I do not know how it was treated before I obtained it, but when I received it, it was tilting slightly to one side. As time has gone on, it has tiled more to that side. I've read about rot in cacti, but I don't know how I would tell if it were afflicted. Could it be the soil? What should I do about this issue.

The rot in cactus would come from the bottom of the plant where it touches the soil. You definitely need to stop watering it once a week. It would be best to water it once every 3 weeks or so and even then, that might be too much. I have a few cactus on my desk and only water once every 3-4 weeks. You might check the soil it's planted in as well. It should be 'cactus' soil, which would have a decent amount of sand in it and be quickly draining. Your sunny location sounds good for it. Also, if possible, I'd try to water from the bottom and let the soil soak up the water, this way it would keep the crown dry.

If the soil appears to be wet or even damp all the time, it is too wet for most cacti.

I agree. Keep the soil on the dry-side, be sure it is extremely well-draining, and that the pot does not sit on a saucer full of water.
