What does an Assassin bug look like?

Speaking of flies, my pepper plants are always surrounded by these
iridescent small flies. What are they up to? All I ever see them do is land on the leaves, then fly around, go land on another leaf.
At least they don't seem interested in me, unlike some other very annoying flies in my yard are.
