Think this is a potter wasp, and will go so far as to postulate that it is in the Genus Euodynerus.
CLOSED: Potter wasp?
I've been mulling this one over for a bit - it does look like an Euodynerus, but I'm not entirely convinced that it is one - this subfamily has a large number of species that superficially can appear very similar...
