Any idea what these are and why they like the beefy tomatoes? I don't ever think I saw these before.

These look like fungus gnats in the family Sciaridae The tomato likely was just a handy place to meet and mate - their larvae usually are found in very damp soil high in organic content; they occasionally may damage very tender root and stems...
