Strange Wasp Creature?

I found a strange wasp insect on my tree. It flew away before I could snap a picture, but I have a description of it. It was yellow with black stripes with a long tail about an inch and a quarter long, equal to it's body's length. It stuck straight upward. Two long antannae hung from the tail. It had 6 legs and a good sized head with two green eyes. After not moving for a while, a strange blue disk started growing from the tip of it's tail, getting bigger until it was about a half an inch long. The disk vanished, or popped, and the wasp thing flew off. It had two long wings that stuck out even when it was not in flight.
