This looks similar to the Tiger Bee Fly that was identified for me recently.

I would say it's generally considered beneficial. It eats the larvae of carpenter bees and so helps to keep their population down in your yard. I enjoy all my bees including the carpenter bees but at the same time it's good to have nature's checks and balances in place.

I have noticed that the population of small bees is somewhat down, and the bumblebees are flourishing. The Tiger Bee Fly could be preying on the colony living hive that built a nest in my neighbors garage eves...that is, they could be Carpenter Bees - do they live in groups?

Female carpenter bees are solitary; each one constructs her own burrow/tunnel in wood. However, when they are abundant, you might find several such tunnels in close proximity to each other.
