Lucidota atra is supposedly the most common eastern woodland species of this appearance, but it does not look right to me. Sorry for the fuzzy photo.

Could be Lucidota atra; Pyropyga decipiens can have a very similar appearance, but it is more slender - http://www.pbase.com/tmurray74/image/136052284
