Disease or Insects on hibiscus?

I've got a 5-yr old Hibiscus that has developed a strange molted look on all of the new growth. Is it a disease or insects and what can I do to help it recover?

I can't tell for sure but it could be a bacterial blight of some type or perhaps a virus.
