I've noticed bees going in and out of the drainage holes of my 5 gallon Tomato plant pots. These holes are on the side of the one pot about 1 to 2 inches up from the bottom. There's about 1 to 2 inches of gravel inside the pot.
We have lots of Leaf Cutter Bees in the neighborhood, but I don't know if this is what they are, having never seen one--just the circles cut out of my plants foliage.
They won't drown, will they?
CLOSED: Bees in my drainage holes
Does not sound like typical leaf-cutter bee behavior...
