What bug is this and why does it come to my balconey every few days?
It just flies around is not scared of humans. Just flies around and goes away but I find it difficult to stand in my balconey when its there. It flies around very quickly. is it harmful in any way? Can I gett rid of it?

Yes it is. Thanku for identifying it. What is the safest way to avoid them from building nests in my balconey. I do see the smaller black construction workers going under the tables in the balconey many times during the day.
Simply scrape off the nests as soon as you see their construction starting. I don't see any practical way of excluding them from your premises short of completely enclosing your balcony with insect-proof netting...
