Found him or her on a daylily today. I have never seen anything like this at first I thought it was WELL NOTHING !

Location-central Alabama.


also I notice the thing can jump a great distance!

Probably a nymph of a planthopper in the superfamily Fulgoroidea - nymphs in at least a couple of families therein often have long waxy filaments at the end of their abdomen...
