Japanese Maple issue

Hi,
I planted my maples 3 years ago & they bloom perfectly every year & have done so again this year but yesterday I noticed something growing up the base of the trunk.
Can anyone tell me what it is & if it's a problem, what I should do??

Looks like scale to me, I have successfully treated shrubs with dormant oil or neem oil.
