Is this a black swallowtail caterpillar?

Most likely. The larvae of the anise swallowtail (Papilio zelicaon) can be so similar in appearance that the only reliable means of telling them apart is to rear them out to the adult stage. However, its range may not extend as far east as your area.
Thanks! I forgot to mention this caterpillar is on a rue plant.
