Are Cornus kousa 'Elizabeth Lustgarten' grafted?

I have a small Cornus kousa 'Elizabeth Lustgarten' who suffered a bit over the past long hard winter- enough so that I thought sure it was dead.
When I went to pull it out I saw new growth- one section up on a true stem and another piece sprouting from the very base.
I can't see a definite graft but sprouts from the base always worry me so I have to ask- is this generally a grafted variety?

It's from Broken Arrow in CT- I have emailed them as well but am curious what everyone has to say.

Budded or grafted.

Most dogwoods (Cornus kousa, Cornus florida) selections are budded or grafted on vigorous seedling understock so that more rapid growth of the scion occurs - making a saleable plant quicker.

It is possible to root cuttings, but it is generally a slower process and can have a resultant weaker root system - neither of which provide an economic incentive to perform.

I heard back from Broken Arrow and it is indeed grafted.
Thank goodness there are a couple of tiny leaves further up the stem.
