New rose is wilting

Hi! I bought a Bud and Bloom 'Brandy' rose from Lowes. Actually, 2, and I had this same problem last year. It is the weirdest thing...within hours of bringing them home they are wilted. It appears the buds have shrunk in size as well. I decided to plant it right away, but it is still wilted. Any suggestions? Last year I lost a Hydrangea and 3 roses to this same thing.
