This planting had a ridiculous amount of cones on it which looked like White Spruce cones to me. The trees needles (which were exceptionally soft) and shape did not look like white spruce.

What do I have here? (Red Spruce is my best guess)

It is a White Spruce; Red has smaller cones with denser scales. The whole tree looks rather stunted, I'd guess due to soil compaction; that will have affected its shape.
