Are there any seed strains of blue colored Noble Firs or are all the odd types grafted? Or could this be from old girdling? It goes all the way around. The label did not specifically list a cultivar name.

I think that is the rare and choice selection Abies procera 'Vivian Leigh'...
Yep, that's a grafted tree, maybe of the cultivar 'Glauca', though a lot of trees in the wild are naturally as blue as this (so yes, blue seedlings are available).
From the bark at the base, my guess would be on A. alba or A. nordmanniana.

I am impressed that VV can suggest specific cultivar without closeups, and that Resin is able to suggest species by a little bit of bark.
You should see the impression I make when I slip on muddy ground - or fall into a tree spade hole at a nursery.
