What black flying insect lays whit/ish eggs on leaves?

I was pruning in my garden, and noticed something black on a leaf of 1 of my Desert Bird of Paradise bushes. Looking closer it seemed about the size of a horsefly, but not quite the right shape. It appeared to be laying a group of eggs on part of a leaf. I 've since read about horseflies that their eggs are black, so that makes two marks against that idea. I also recall that part of the bug it was shiny, but it had started flying & moving around, and I'm not sure what that part was.

Anyone have any idea what it might be, considering those clues,

and the fact that I'm in Southern California, with 91 degree F heat today . . . ?
