What was interesting about this tree was the needles all along the branch. It had that droopy look of a Norway Spruce but the needles were very small.
This one was one of the few trees where I couldn't find a label.

That is likely Picea orientalis - Oriental Spruce.
You've described it just about right - reminds of a Norway Spruce, but finer in all its aspects. Shorter needles, narrower habit, dark green needles, lustrous shine to needles - all in all, an excellent plant. I have several here at the Valley, and the first institution I worked for declared it their signature tree as the property came to be developed.
For the Ohio River valley, I believe it is the best non-native conifer that can be extensively grown.
