Hundreds of copies of the cone on the left was present under what was IDed as a Deodar Cedar (http://davesgarden.com/community/forums/t/1351232/), but that's not the cone that matches that species as far as I can tell. Was there another conifer around that dropped these?
There is a Scots Pine cone here on the right to show scale.

Yes, female cones get all the press, as they should. The male cone, if it can even be called that, simply scatters its pollen to the wind and disappears, not unlike far too many human males.
