Tiny eggs covered by hairs - creamish

Sometime ago I had posted for ID similar thing, but it was long. This one is in one circular spot on the leaf, not underside of it. I lifted a part to see what it was. If I had known, I would not have disturbed it. What is this? Anyone know?
