I found this cocoon(?) seven feet off of the ground on the trunk of a crapemyrtle. The white part is kind of spongy and the brown stringy bits are horse hair. It's almost flat but doesn't look like anything has hatched out of it. What the heck is it?

I think I see eggs of some kind near the top of the white part. Curious to know what they are, too.
