I discovered this group of bugs on my crape myrtle the other day. They're small, black with thin yellow stripes, and they move as a group.
I looked online and had no luck identifying these bugs.
Any ideas?

Barklice, aka 'tree cattle' - harmless; they feed on mold spores and bits of organic detritus on tree bark.
