This appears to be a plant-feeding true bug of some sort, but the image is too dark and blurry for a positive i.d. Very unlikely to be a deliberate 'biter.' (NOTE: Almost any insect may attempt to bite in self defense if molested.)

I have a better quality picture now, if I open my windows I get quite a few in here, I live in the countryside.

This is a good demonstration of the importance of a clear image. I now can see that it is not a bug at all, but a beetle; possibly in the family Oedemeridae (false blister beetles) - see http://www.flickr.com/photos/ashe/6081458902/ for an example.
