I see these around my yard a lot. Many times, they're hovering over the grass top. Can you identify it for me?

Looks like a paper wasp in the genus Polistes - see http://www.hr-rna.com/RNA/images/Other%20Insects/Wasps/Polistes%20Tom%20Bell%20Sept.jpg for an example.
