I put a lemongrass cutting in water with a drop of Superthrive about 1 month ago. I now have a few roots. How do I know when I have enough roots to plant in a pot? The stalk on the far left is the one with the roots...the others are cuttings I took yesterday.

Dayna your lemongrass roots seems to be quite strong, but I would prefer to have many more of the very thin ones. Wait for another month I'd say.
Then use small pots with potting mix. Trim off the top of each stem and pot the young plants up. Water well, and keep sunny spot and good luck
How much should I remove from the top?

Dayna, my pleasure to help. Your lemongrass as grows more of the finer roots it will go thicken up making a sort of the firm root and this will go decreasing the thickness just before the leaves start to appear, you should cut up that level just before the thin long leaves comes out.
In the other photograph, you have one with leaves, all those will have to go. when you cut, plants release their growing hormone this is what your plant needs to grow strong and not spindly.
Remember they are heavy feeders and you will need to prepare the pot or area where you will have the plant.
