Seen in the garden, apx. 3/4" long.
CLOSED: Flying Insect
Looks to me like a fly but one that mimics a wasp. Flapdoodle?
This is a flower/hover fly in the family Syrphidae, it looks like the species Pseudodoros clavatus - http://butterflies.heuristron.net/bugs/pseudodorosClavatus.html
That's the one! It flitted about like a dragonfly. When it landed it would tap its rear-end along the stem.
