The orange-brown coloring is throwing me off. I checked the front leg and it's not a brown mantidfly.

'Tis a wasp, but the image quality makes identification problematic. One possibility is a Polistes. sp. - http://jeffpippen.com/hymenoptera/polistes071105-2526facez.jpg
ok here's some hopefully hq photos.
Although it does resemble a Polistes - http://sparkleberrysprings.com/v-web/b2/images/insects/polper080312dsm.jpg - I am not at all certain and will get back to this later when I have more time.
