The orange-brown coloring is throwing me off. I checked the front leg and it's not a brown mantidfly.

Although it does resemble a Polistes - http://sparkleberrysprings.com/v-web/b2/images/insects/polper080312dsm.jpg - I am not at all certain and will get back to this later when I have more time.
