CLOSED: Wasps or hoverflies?

Hi,

complete newbie here, so apologies if this seems very trivial:

I have a small balcony garden and one of my plants has been infested by dozens of what I think are wasps. I read that hoverflies look similar so I'm a bit confused.

Would anyone be able to confirm what I'm looking at and if you have any ideas of how to get rid of them without killing them all? (if possible?)

This looks like a European Hornet to me.

This is what we called European Hornet where I live. That is why I thought that's what it was. I apologize if I was incorrect.
