I thought it was an Ichneumon wasp; but maybe not..???... length as pictured, w/o antennae, is about 3 cm... weird guy.

It's in the family Pelecinidae, they are parasitic on the larvae (grubs) of scarab beetles - http://en.wikipedia.org/wiki/Pelecinus
no doubt... Pelecinus polyturator ..apparently, only the single species in N.America (see clip posted below)... I hope they have a good time with all my June beetle grubs..!!
